Pelican Bay Foundation + building HOA + optional club — how should Mystique or Epique buyers map ownership-cost categories before an offer?
Map ownership cost by category before you write an offer: Pelican Bay Foundation (master community), the building HOA for Mystique or Epique, any optional private club layer you might pursue, and tax-bill district items such as those associated with Pelican Bay’s public taxing discussion (including PBSD in many buyer conversations)—then fill each category only from primary documents. Do not rely on four-layer fee tables published in SERPs as current authority. Literacy plus verification beats invented assessment math.

Why Mystique and Epique need a layer map
Newer Pelican Bay towers attract buyers who expect a single “HOA number.” Pelican Bay does not work that way. Public Foundation/POA materials describe Foundation responsibilities for common areas and community amenities (beach/tram/racquets/fitness within Foundation scope). Each tower then has its own association economics. Club Pelican Bay is a separate private golf/social club—not automatic with the deed. Tax-bill components are yet another lane.
Categories to request in writing
Build a worksheet with empty amounts:
- Pelican Bay Foundation — master assessments and what they fund
- Building HOA (Mystique or Epique) — operating budget, reserves, insurance allocation topics, special-assessment posture
- Optional club — Club Pelican Bay or other elective memberships you might pursue; initiation/dues only from club schedules
- Tax-bill / district items — what appears on the property tax bill for that parcel (including district labels buyers often discuss); confirm with current tax information, not blogs
- Unit-level insurance and lender requirements — process with specialists; no guessed premiums
VERIFY #9: high-rise budgets, special assessments, rental minimums, and insurance stay with association documents and specialists.
How to use the map in an offer conversation
- Compare two units only after the same category map is filled for each
- Separate “must pay with ownership” from “elective lifestyle spend”
- Ask what is included in Foundation amenity access versus what still requires club membership
- Review rental minimums and occupancy rules at the building level before assuming seasonal income stories
Documents that populate the blanks
- Foundation governing materials and current assessment explanations from proper channels
- Building FAQs, budgets, reserve studies, meeting minutes as available through disclosure
- Club membership summary if you intend to join
- Recent tax bill or assessor data for the parcel
- Insurance indications from a Florida high-rise specialist—not from the listing brochure
Common mistakes
- Treating a competitor’s four-layer table as your underwriting file
- Assuming Bay Colony enclave privileges apply to broader Pelican Bay towers (they do not automatically)
- Ignoring rental rules until after deposit psychology sets in
- Collapsing Foundation and building HOA into one mental number
Naples-first framing
Mystique and Epique sit in the Pelican Bay beach masterplan corridor. Compare them to Bay Colony towers only after you understand eligibility differences, and to branded products (Ritz Residences, Naples Beach Club residences) only after you separate deeded association rights from hotel-brand marketing.
Your next step: Create a Foundation / building HOA / optional club / tax-bill worksheet and fill it from primary documents before you price an offer on Mystique or Epique.
Ask Mike Pepple to help you map Pelican Bay ownership-cost categories for a Mystique or Epique purchase so fee tables from search results do not substitute for association and club verification.
Community rules, HOA and club terms, fees, and availability described here can change and should be verified directly with the community, association, or club before you make a decision.
